Maintenance Certification and Release to Service Procedure

Purpose. This procedure describes how maintenance is recorded on the work pack, certified by authorised personnel and released to service.
1.Scope
This procedure applies to every maintenance task on an aircraft or component, whether scheduled or unscheduled, at line or base, and to every person who performs, inspects or certifies maintenance.
2.Work pack
Planning issues a work pack for every input containing the task cards, the approved data references, the airworthiness directive and service bulletin items, the parts list and the independent inspection items. Line maintenance defects are recorded on a work order raised in the Aircraft Work Orders system. No task may start without a task card or work order.
3.Performing and recording
The person performing the task must confirm the data revision, follow each step and record the task performed, parts fitted with batch or serial numbers, tools with calibration numbers where required and any variation from the task. Entries must be made at the time of the work in ink or in the electronic record, never later from memory.

4.Independent inspection
Flight control systems, engine controls and other items listed in the exposition require an independent inspection by a second authorised person after the task is complete. Both persons must sign the task card. An independent inspection must not be performed by the person who did the work.
5.Certification
Each task must be certified by a licensed engineer holding a current company authorisation for the type or component. The certifier must check the work, the records and the parts documentation before signing. Apprentice and unlicensed work must be inspected by the certifier before it is closed up.
6.Release to service
When every task in the work pack is certified, deferred items are recorded correctly and the aircraft records are updated, the certificate of release to service must be completed and signed by an authorised person and the work order set to Released. The aircraft must not fly until this is done.
7.Records
Completed work packs, task cards and release certificates will be filed by Technical Records and retained for the period required by the regulations and the customer's contract.
